Hello... to preface, I have been building computers for the past 15 years-- and am pretty good with software, but for some reason I'm not getting this port forwarding thing down correctly.
Created a static IP address. Followed the port forwarding instructions to a "t", many times over. Looking to have uTorrent fully operational.
I've checked the numbers over and over and over, to make sure everything is entered correctly.
It seems that no matter what I do FIOS has a specific IP address assigned. I've done the command-->ipconfig/all, and the settings are what I created them to be, but when I look at my ip address from other websites, or from the router, it's always the same weird 72.XXX.etc FIOS ip address. Did they put me on some permanent thing or something?

when looking with the command prompt I see what portforward told me to create as far as a static IP address, but when I check my ip address using outside sites it always shows my ip address as the 71.178.1XXXXX number. are they somehow overriding my computer's settings?
I read it multiple times, and at least *thought* I understood it.

Ok, WOW. That was exactly what I needed to understand. I did get it after re-reading your post, and the link gives the visual.
I also have a Vonage adapter that I gave a static IP address to.
I get the green icon (rarely) in uTorrent, however it still says the port is not open. (even when the green icon is active) So now that I understand the relationship between the public and private ip addresses, what is the next step?
